The competency profile of Libalele Development Enterprise CC is founded upon the collective and individual capacities of its two members. Together, they bring a wealth of expertise, boasting a combined total of five university degrees and diplomas spanning from certificate to Master’s level. With a cumulative experience of 15 years at senior executive, general manager, and board levels within significant regional and national organizations, they possess a deep understanding of diverse business environments.
Furthermore, one member of the team holds five years of consulting experience, adding a valuable dimension to the company’s skill set. This rich blend of competencies and experiences equips the members of Libalele Development Enterprise CC to adeptly engage with clients across various levels, from parliamentary and ministerial to board, executive, and middle management, down to operational staff.
In addition to their internal expertise, Libalele Development Enterprise CC has cultivated a network of reputable independent specialist consultants. These consultants specialize in strategic management support, community development, skills development and training, capacity building and advocacy, as well as staff development and management. This network enables the company to mobilize resources as needed, ensuring tailored solutions that meet the specific needs and objectives of each client or project.

Member Capability Profile
Member: Ms. Nonhlanhla Dube
Ms. Nonhlanhla Dube holds three university degrees, including a Bachelor of Arts in Social Work (BA (SW)), a Bachelor of Arts in Social Work (Honors) (BA (SW4)), and is currently pursuing her Master’s Degree in Intercultural Management at the School of International Training in Brattleboro, Vermont, USA.
With a background in Community Development, Ms. Dube specializes in skills development and training, showcasing robust management and project management skills. Her extensive experience encompasses navigating the complexities of South Africa’s National Qualifications Framework (NQF) system, particularly in project and people management, and devising innovative approaches to ETDP (Education, Training, and Development Practices) training.
Ms. Dube is a registered trainer at the ETDP SETA, demonstrating proficiency in conducting skills audits, assessments, and developing workplace skills plans to address institutional skills gaps. Notably, she served as the Manager of the Water Chamber of the LGWSETA in 2001, subsequently managing the Water Chamber of the Energy SETA. In these roles, she spearheaded water sector skills planning initiatives and orchestrated the implementation of various learnerships across all provinces.
A significant aspect of Ms. Dube’s expertise lies in collaborating with sector stakeholders and adeptly managing stakeholder integration, including community development initiatives. With over ten years of experience in skills development and training within the water sector, Ms. Dube is well-equipped to assume a pivotal role in assisting client organizations in establishing, developing, registering, and implementing skills development-related services.
